When the admin of an account changes the order applying discounts on value not on items using API the e-mail of Change Order are not being sent to final customer.

To simulate this scenario you need change the value of order using API. https://developers.vtex.com/vtex-rest-api/reference/orders#registerchange

There are no Workaround for this case.
